The control campaign carried out by the Consell Insular of Formentera during the summer of 2025 concluded with a long list of irregularities in beach services managed under concession. Throughout the season, inspection teams patrolled the coastline to review the operation of the 32 authorized lots and verify compliance with current regulations.
The process confirmed a high number of incidents, leading to the imposition of significant financial penalties. The island authority emphasized that most concession holders cooperated with the inspections, although a considerable number accumulated violations of varying severity.
These actions were part of the annual coastal monitoring plan, which in 2025 was strengthened with more thorough oversight. The Consell stressed that this control was essential to maintain order on the beaches and ensure that all operators worked under the same conditions.
The final report showed that the season ended with numerous sanctions, but also with the administration’s stated intention to continue improving supervision and prevent future irregularities.
Fines totaling €120,000
The inspection campaign resulted in 168 recorded violations in concessioned beach services. Of the 32 lots reviewed, 29 were sanctioned, and only three completed the season without incidents. Altogether, the fines imposed amounted to €120,088, with the highest individual fine reaching €10,708, while the average fine per sanctioned concession stood at €4,141.
The technical report classified the violations into 80 minor, 72 serious, and 16 very serious offenses. The most problematic lots recorded between 8 and 12 breaches, with two areas standing out for having 12 violations each, one with 11, and several others registering between 8 and 9.
Frequent violations
The breaches identified mainly stemmed from issues in the daily management of beach services. Among the most common reasons were the absence of a digital ticket or incorrect issuance of receipts, lack of cleaning records, poor condition or absence of mandatory information panels, and failure to comply with the approved complementary offerings.
Other deficiencies included improper waste separation, lack of or damaged uniforms, first aid kits, and signage elements. Additionally, some concessionaires exceeded the permitted number of sunbeds or umbrellas and incorrectly marked off their space — another frequent violation.
Serious and very serious offenses
The offenses classified as very serious were related to practices such as the illegal reservation of sunbeds or the provision of unauthorized services. In certain coastal areas, the absence of lifeguards at specific times was also detected, which led to sanctions due to its direct impact on swimmer safety.
The Consell highlighted that these behaviors represented significant breaches of the legal framework regulating beach activities, and therefore were met with stricter penalties.
